First I adjusted the saturation and contrast of the image to make it more vibrant, then used the water paper filter to make it look like a print. I ended up using the mezzotint filter to make the entire image look grainy. With a dark background color I erased around the focal point to make it look like it was fading into black.
First I removed the background by using the magnetic lasso tool to select the sign and masking it. Then I used the brush to paint out the watermark a bit and changed the object to black & white. After that I added a color overlay so it was a bright purple, an outer bevel to make it look 3D, and an outer glow to make the bevel stand out all around on the dark background.
I added the paper texture over the entire image to add texture and give it a brown tint so that maybe it would look like an old flyer. I changed the blending mode to screen and lowered the opacity to 30%.
I used a gradient overlay effect on the two lines of text reading "tickets", It reminds me of the line of text/numbers on photo film. I also used an outer glow effect with noise to make "County Fair" look neon and stand out!
